I've come across a page where only portions of it can be highlighted and added to my notebook.

I can highlight the first section, but after the header "Maintaining a Strong Relationship" the highlights stop working. They start working again towards the end of the article.

Is there something I can do to fix it on my end or is this a bug?

I'm using Google Chrome on Windows 7.

This is a well-known issue where some portions of the content on LDS.org (particularly bulleted or numbered lists, which is the case for the section you mentioned) are not yet properly formatted for content. See Bug with Highlights for more details. There's nothing you can do except wait for the content to be formatted.
