Explicitly declared policy for broadcasts?
Has there been an explicit declaration that policy allows for stake conferences to be broadcast to the homebound or is the explicitly declared policy still that the stake president makes the decisions?

Note that the new system has a limit of 50 locations (including buildings). So there's going to be a limit as to how many people can be accommodated.
So depending on the conference, it may be the stake president's call. But if you have a visiting general authority, it's the GA's call.Meetinghouse webcasts are intended to be used to broadcast events from one Church building to other Church buildings. Webcasting to locations other than Church buildings should only be done under the direction of the event's presiding authority.
