LCR Release notes 2.8

Just came across this at the tail end of the Release Notes for LCR 2.8 under For Your Information.

Access to the Application to the First Presidency tool in LCR was released to all units in the United States and Canada on Nov. 15, 2014. This functionality will be made available to additional areas outside the United States and Canada in the future.

Does anyone know what that is referring to? "the Application to the First Presidency tool"

Certain membership record administration actions require approval from the First Presidency. To get such approval a letter to the First Presidency is/was required. For example, membership records must reside in the unit in which a member physically resides. However, exceptions can be made with approval from the First Presidency (See Handbook 1, 13.6, second paragraph).

Handbook 1, Chapters 3 and 6 also outline some instances where an Application to the First Presidency would be required.

In this case, only bishops and stake/mission/branch presidents can access this new tool. Their clerks are left out in the cold. Such leaders usually prefer to delegate such administrative tasks to their clerks. However, their clerks can neither use this tool, nor help train their leaders how to use this tool. That drastically slows down the process, which will cause frustration among the members who are waiting for First Presidency approval.
