Our Ward Council has asked a few times for the ability to see members who are geographically in our ward boundaries but attending the YSA or even Spanish ward/branch. Many times we have a member name come up and we are not sure if they are attending a ysa or Spanish ward. If the ward leadership had access to this it would be helpful. For example on lds tools we can search members in the whole stake. Something similar would be a good feature.

That would be a policy decision. Your best bet is to use the Feedback link on the main lds.org page, or have the stake president take it up with the area authority.
My guess is if it did happen, it would be in LCR as it's better structured to decide who you can see.
