It was my understanding that MLS was to become available under tools for home use, for current Relief Society Presidents, to allow easier access to Visiting Teaching records and assignments. Can you provide any information on that?

There is more information at this topic, where you will see that more access is available now, but visiting teaching support is not yet available. That is scheduled to come later this year.

Take particular note of post #6 and #8. The decision to switch over from MLS to LCR will be made higher up. It won't be up to the RS as to when they can switch.
