Building Scheduler - Overriding Restrictions

As a Building Scheduler, should I be able to schedule an event on top of a restriction? For example: WardA has the building allocated for an entire day, and it has been reserved as a restriction. Someone calls from WardB and wants to use the building in the morning. I contact WardA, and they indicate that they will not be using the building in the morning, but will be using it that evening. So what steps should I use to book WardB's event in the morning. I am in WardB, btw.

I have tried the following:
  • I selected 'Schedule Event' in the restriction box, then added the event in the morning. When I select to save it, I get an error, stating that there is a conflict.
  • I deleted the restriction completely. Add the WardB and WardA events.
  • I have edited the restriction, and changed the time from 2pm-10pm, instead of all day. Then created the new morning event for WardB.
The 2nd and 3rd scenarios work, but I would rather be able to schedule WardB's event on top of WardA's restriction. Is that possible?

It used to be that a building scheduler could override the restrictions, but that was changed recently. I thought you could still override it if it was assigned to a ward, but not if it was assigned to "blocked".

At any rate, being a calendar editor of WardB AND being the Building Scheduler isn't the usual situation. So option "C" above is the way most users would have to do it.

Okay, that is what I wanted to know. Actually, I am not the calendar editor for WardB, but that does bring up another question about Building Scheduler responsibilities. The way we are currently doing things, which may be wrong, is the building scheduler is in charge of setting up the restrictions for the wards in the building, and then scheduling events that are outside of the scope of ward auxiliary activities, i.e. weddings, funerals, family events. I had my ward create a separate calendar that I can use just for these events, and I am the only one that has access to edit events on this calendar. Since the calendar was created at my ward level, it acts like a ward calendar, in that I can not make any changes to other ward restrictions from that calendar. Is there a better way to do this?

The old way, which made a lot of sense in the paper and pencil era, was that the building scheduler did everything. But now the Building Scheduler principally does restrictions.

Each ward has to do their own events. It can be centralized within the ward, or it can be left up to the individual quorums and auxiliaries.

Non-church events (like weddings, family events) could be added to a building scheduler's duties, but it would require him/her to have access to a calendar to schedule them. Preferably a stake calendar as the next Building Scheduler may not be from the same ward. But the question of who does that is left up to the local leaders. Your stake might have some additional steps for families using the building that makes it logical for someone else to manage it.
