Each ward has to do their own events. It can be centralized within the ward, or it can be left up to the individual quorums and auxiliaries.
Non-church events (like weddings, family events) could be added to a building scheduler's duties, but it would require him/her to have access to a calendar to schedule them. Preferably a stake calendar as the next Building Scheduler may not be from the same ward. But the question of who does that is left up to the local leaders. Your stake might have some additional steps for families using the building that makes it logical for someone else to manage it.
