I recently found the "Send a message" option in the clerk resources. This tool would work great for our ward as we currently maintain mailing lists for this same functionality. In asking around I noticed that only Bishopric members currently have access to this tool. Are there plans to eventually allow everyone in the ward to use this tool? If not, what about presidencies?

We don't know the details or the time-lines of plans. At this point I wouldn't expect anything soon.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
