What number would I put in the bold items below? What would be my average for the first quarter to report for our quarterly report?

Beware of the word "average"; that is not part of the quarterly reporting process for priesthood meetings. Instead, you report on the quarterly report how many quorum members attended at least one priesthood meeting during the reporting month, which is the last month of the quarter.

So for the Q1 report for 2014, you would report on everyone who is a member of the Young Men organization as of 31 March 2014. That number is based on the membership records, and can't be changed by you. It has nothing to do with who has been ordained -- it is based on age (but it does not include anyone who is not baptized, nor anyone who has been moved to a MP quorum). Suppose that number is 40. The simplest way to count attendance is to determine how many of those young men did not attend any priesthood meetings during the month of March. Suppose that number is 8. Then you report that 32 (40 - 8) young men attended their priesthood meetings.

Although you may certainly find it helpful to track attendance for January and February, that has nothing to do with the quarterly report.

What do we do report for general conference and stake conference Sundays?

That's simple. When no priesthood meeting is held, no one attends. It just means that in that month you might just have 3 Sundays to report on (general conference doesn't fall on a reporting month). The number of Sundays in a month is already variable (might be 4 or 5), so this just adds some additional variability.

The simple rule is that you report on who attended any priesthood meetings during the month (regardless of how many Sundays had priesthood meetings).
