Priesthood quorum assignment

When a new record is received, is there a default that automatically places a PH holder in a quorum? For example, those over 18 and unordained seem to end up with the HP group.

Yes, prospective elders are put into the HP group by default. If the bishop and quorum leaders determine that the elders quorum is a better fit you have to manually move them to the elders quorum.

The Handbook doesn't explain why the default to the HP Quorum, but it does indicate the decision process between the HP and Elders:
Handbook 2: 7.6

A few years ago (before the current handbooks came out) there was a directive that the high priests were to be primarily responsible for prospective elders. I believe that MLS was changed at that time to make the HP group the default for them. But even then you could reassign them to the elders quorum if the bishop decided that was the better quorum for them.

When the new handbooks came out the emphasis changed slightly and the high priests were no longer charged specifically with this responsibility--as russellhltn indicates, it's on a case-by-case basis now.

I figure that since MLS has to have some default, they decided to just leave it the way it was from the previous policy. But that's just my guess.
