We have a small Branch in New Hampshire on the Canadian border. In July we will have a Senior couple residing within our Branch for the next 8 months. Is it proper to use them as home teachers?

The answer is probably yes, but if there is a real concern, speak with the person who sent them. Either the stake president sent them or the mission president sent them, and either of those two who hold keys can certainly authorize the senior couple to home teach and visit teach.
