common law marriage

we havea family in our ward, recent move ins. they are from another country. they have been living together for about 15 years, and have children together. it appears they were never married in a church, or civilly. she may not have had her divorce from her first husband finalized. she has no way to contact the individual he was married to previously.

is there such a thing a common law divorce?\

had they lived together in Washington for the last 15years,it would be a common law marriage, but can you have a common law marriage if previous marriage was never formally ended? if they lived in another country, would Washington common law marriage laws apply?

how do I work out their marital relationship from a church membership perspective?

I think that's one for Local Unit Support. The main reason being that we have to consider the laws in the country they come from.
