I live in a Ward the average age is over 70 years old. The Bishop would like me to provide a help desk service. It's a great idea but I am not sure how to go about creating a help desk.

Can you define what you mean by "help desk"?
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
