I recently found this website, https://tech.lds.org/wiki/Locating_members, and noticed I was doing many of the things listed under the "State" section. I'm in NC and I was discussing my techniques with a ward clerk in CA. California has a privacy law that states:
California Government Code 6254.21 states that 'No state or local agency shall post the home address or telephone number of any elected or appointed official on the Internet without first obtaining the written permission of that individual.' As the cost to collect and continuously update that information is prohibitive, the On-Line Property Assessment Information System does not display the Assessee name information. However, ownership information is currently available either from microfiche or a public terminal at the Assessor's Office located at 70 West Hedding Street, San Jose, East Wing 5th Floor, Monday through Friday between the hours of 8:00 a.m. through 5:00 p.m.
Consequently, even though you can find property tax info and voter registration info online in CA, you can't get names that go with those records so it makes finding less actives quite a bit harder.

I'm curious what others have done when you don't have access to names.

As mentioned earlier, I'm in NC and my property tax and voter registration info includes the name so it helps me track down members. I can even look up deeds online. For better or worse, I can see how much someone's mortgage is, which bank, the interest rate, etc. I don't care about that stuff but it's very handy when that deed also includes the forwarding address of the seller (who's a member of our ward). I can then use maps.lds.org to find out which ward the person is now in and then use CDOL to email the bishopric about the member and foward their records.

If possible, I also look up the property tax and deed info at their new location (unless it's California) to confirm the address is correct. If I can view signatures on the deeds, it also helps confirm it's the same person.

Anyway, sometimes it seems like a lot of detective work. Perhaps I'm working too hard looking for people. I'd be interested in other tips people have.
