I have been called to be a high councilor of a YSA stake. I need to access their stake directory.

You'll have to work with that stake to be added as a out-of-unit leader. No one here has any powers to do that for you.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

Where is this done, in the stakes membership computer or somewhere on lds.org? I can't see a way to do it when I'm logged into the directory application. Also I'm the Stake Tech Specialist, perhaps I don't have the right perms.

Note that russellhltn stated they needed to be an out of unit leader. That article describes creating an out of unit record. An out of unit record alone does not grant a user access to the online tools for the out of unit member. That is just the first step. Once the member has an out of unit record then they must be assigned an out of unit leader position in MLS. That leader position must also be a standard position and not a custom position.
