Can any of you, who read this, explane me what a CMIS number is at the expense voucher and how to find and to use it?
If a member of a bishopric need FO assistance who has to sign the voucher?

I will help with your second question. Following the Handbook and other guidelines, the bishop determines and approves fast offering assistance for his counselors. The stake president must approve any fast offering assistance for the bishop or his immediate family. While welfare assistance is generally administered by the bishop, Handbook 1: 5.1.2 outlines the stake president's role in providing assistance in some circumstances, including assistance for bishops.
If the voucher in your country is similar to a check in North America, then the bishop would follow the instructions in Handbook 1: 5.2.4 and any Area Presidency policy with regard to signatures authorizing the use of fast offering assistance. Among other instructions, the bishop never signs an authorization for his own or immediate family's assistance. And no one signs a check or authorization if they either are, or are related to, the payee or the person being assisted.
