When we have stake conferences boardcast from church head quarters can we access them over the internet if our satelite is down ?

Probably. But someone like the stake president would have to call/email support for the URL. It's different for each event.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

In the latest tech broadcast http://broadcast.lds.org/ICS/techtalk/2013-02-01.html the Engineer who spoke regarding satellite broadcasts indicated that ALL broadcasts other than a Temple Dedication has a URL. An STS can call and get the URL, but it is not generally broadcast, and not available too far ahead of time.

That said, if you have a satellite, use the bandwidth from that system.

As others have correctly pointed out, Internet streaming as a backup is possible, however, the URL and login credentials for your conference broadcast must be requested ahead of time by having a member of your area, stake, district, or mission presidency email streamingsupport@ldschurch.org. Once you have the information in hand, it's your choice if you wish to use it or not.

As the Stake Clerk I have never had an issue getting a URL by calling Global Services.

This might work in some situations. I'm just going by the text I see in most letters sent out to our stake president regarding upcoming broadcasts. It usually contains a paragraph similar to the following:
To request information about viewing this broadcast on the Internet, e‑mail streamingsupport@ldschurch.org. Please include your name, your calling, your unit name (area, stake, mission, or district), the event you are requesting information for, and the languages you need. Information will be sent only to members of area, stake, mission, or district presidencies.[Emphasis added]
