Member of record
What does it mean when you have a member of record with a record number, but no record of blessing or baptism? How do you handle it?

A child of record can have a membership record created without a blessing. There may be no subsequent baptism. You might not need to do anything -- it depends on the age of the person.

If they are under the age of 8, I call it perfectly normal. Since blessing information is not part of the permanent record, it will disappear once the record leaves the ward the blessing was performed in. But there is no requirement to have a blessing for the record to be created. Between 8 and 18 - acceptable, but something the bishop needs to be aware of and perhaps to check into.
Above 18, it should be considered for cancellation - assuming everything is accurate.
