Final Maven Repository Restructuring

Over the last couple of months the Stack team has been working hard to separate the internal maven repository from the external community repository. We think we are finally getting close to closing all of the holes between the two that previously existed. Over the next couple of days we will be:
* Shutting down dev/tech.lds.org/javarepo
* Removing icslib mirror references in the community build box
We think we have solved most of the problems projects may run into with these final 2 changes. However, there is still a chance problems could surface with your builds when we make these final 2 changes. The Stack team will try to be proactive about these build failures. But, if we miss something and you're project is experiencing some odd repository related issues please post a message to this forum or contact a member of the Java Stack team.
