Active LDS accounts in Ward
Is it possible for leaders to see a list of members with / without active accounts?

No, that information is not available to the leaders.

I've wondered about this, as well. It could prove useful for, say, a bishop encouraging youth to do family history work.
Back in the old days of LUWS, an administrator could see a list of unit members with LDS Accounts, along with usernames. As jonesrk mentioned, that is no longer possible.
I suppose the easy answer is "privacy/security". Then again, your local seminary teacher can usually look up a youth's LDS Account username--and, sometimes, that of their parents. The stake president that called that teacher, though, can not.
