Hw does one contact Global Services to recover a password?

It's probably quicker (and more efficient) if the person can use the automated password recovery mechanism on the relevant sign-in page. If the situation requires the Global Service Center, someone whose password is working and who has access to LCR can go to LCR, click on Help -> Help Center, enter "Global Service Center" (click on the item in the drop-down menu when it appears) and follow the links.

Cool! That's a nicely-done page. However, please be forewarned that it has one potentially inconvenient side effect. If you're signed in to your LDS Account and visit that page, it signs you out.
