Account settings default to "private"

I am in Grenada (Caribbean) in a small branch as a membership clerk. We had an activity tonight which the goal was to sign up as many members to an online lds.org account. The issue we encountered is that in order to sign up for an account, an email address and/or phone number is required to activate an account. There are many members of the church who do not have access to email or whom do not know how to use the internet. Likewise, they do not have active telephones which to activate an account. Our main goal in activating the members online accounts is to change the settings from "private" to "stake" in order for the branch member's information to show up on the lds tools app. Currently, the settings for any non USA member default automatically to "private" setting which means that no body can view their information (name, telephone, address) which makes home/visiting teaching very difficult. Is there a way to change our member's status from the private setting to a stake setting?

As a membership clerk, you should be able to access the member's privacy settings in the directory.

Of course, you should only change them with the member's permission. The default is based on local laws. The US is more lax than other parts of the world - it only requires opt-out, rather than opt-in.
