Change Privacy Setting

I can't seem to change my privacy settings from just leaders only to stake or ward options. Any ideas?
The household setting will limit the least private option that can be set for individual items.
Also, I believe you have to be the Head of Household or Spouse to make the change. I don't think children, even if they are over 18 can.
