How old do you have to be to get an lds account? I know it has been recommended for youth to get involved in family history work. Is there a recommended age? How about older primary children?

From the FamilySearch handout:

"Although anyone over the age of 13 may create an account, we encourage all minors seek parental permission
before they proceed in creating an account. Children ages 8–12 may create an account only if parental
consent is given during the registration process."

We were helping a 12yr old beehive set up an account. She is the only member of her family and became distressed when we asked her to gain parental consent to set up her account. Can a leader provide that consent or should she just wait until her 13th birthday?

A leader cannot provide consent for people under 13. This isn't just a FamilySearch/Church policy – at least in the United States, there are legal implications:
Samuel Bradshaw • If you desire to serve God, you are called to the work.
