There is still the need to selectively allow Youtube content from the Church, while leaving the rest of the site blocked. The reason, missionary open houses where one might want to show people how to find information about the Church, and some may be a bit hesitant to go to lds.org for the same content, so needing to show nonmembers how to find it on Youtube is a needed thing.

I've not heard whether Websense allows this, but K9 and the enterprise version, Blue Coat Web Filter, does. You can allow certain pages while disallowing others, you can block an entire site but go in and selectively create an exception list to the blocking. Hopefully Websense has this feature that can be managed network-wide at the GSD level.
