People with unknown relationships

I think the system ought to have a way to link two individuals who have an unknown relationship.
For example, suppose I find an immigration record for John Doe. This record shows that he immigrated with a person named Jane, but does not specify if and how those individuals are related. It would be nice if I could go to John's profile, click "Add or find individual with unknown relationship," then add a record for Jane.
