Is there any app for Family Search on a Windows 10 phone?

No, the only official Church app for Windows 10 phones is Gospel Library. (Gospel Library for Windows is undergoing major changes right now and the current version is not fully supported on phones – only on tablets and desktop computers. This will be fixed soon.)
