Received a letter from FM stating that wireless was going to be put through out all the building. My question is who is responsible for the cost of the upgrades so we have wireless throughout all the building.

The FM group is responsible for the networking in the buildings. They are to consult with the STS, but ultimately the FM group will pay for the networking they decide is appropriate.

In your case, it sounds like they have decided to put wireless networking throughout your buildings; by policy, that means they will be paying for it.

Understand that they (meaning not you on the unit level) will do the deciding about what "throughout all the building," means, and it may not mean what you think it does...
