At one of my Family History Centers (I am the stake clerk and stake technology specialist), YouTube is no longer blocked. The filter (http://filter.lds.org) indicates that blocking is enabled and the IP addresses are correct. Has YouTube been removed from being blocked or is there a problem somewhere?

YouTube behind a correctly configured firewall, in an official Family History Centre, hasn't been blocked for some considerable time. However the public side of the network normally is. Last Tuesday, by coincidence, I checked for YouTube access on the public side. I could access the YouTube site, but I wasn't able to play any videos. The eternal loading spinner!
Have you checked any other official FHC's to see if they can see YouTube?

I've verified that I can play YouTube videos in all five of our Family History Centers throughout the stake. Before attempting to play, I went to HTTP://filter.lds.org and verified that the check mark appeared.
I also checked on stake administrative computer and verified that I can go to YouTube.com, but when I try to play a video, I couldn't play any videos - eternal loading spinner, as you indicated.
The Family History Centers are on their own virtual network. I'm wondering if this is the difference, but I can't figure out why someone would intentionally open it up.

When my wife was a FHC director a few years ago, she wanted to use her laptop with a projector to train her staff. She couldn't figure out why she could play videos on a FHC computer, but not on her laptop. I told her that the wired connection allowed access to YouTube, while the wireless connection did not. So she disabled her wireless adapter and connected an Ethernet cable, which worked fine.
More correctly stated, a computer connected to port 2 of the firewall and assigned a 10.x.x.x IP address can play YouTube videos. So even an administrative computer, assigned a 192.168.x.x IP address cannot.

I verified in my local unit as well, no YouTube block in place. Went to gambling.com, got the expected 'block' page. Went to YouTube and searched for Miley Cyrus. Was able to watch a full video without issue.....oops.
Something has changed in Riverton because this was not the case just 4 months ago.
Edit: should have posted, tested using iPhone on LDSaccess Wifi.

Internet site requests are filtered three ways: 1. whitelist (always allow), 2. blacklist (always deny), and 3. categories (allow or deny associated sites by category) in that order. For example; LDS.org is an "always allow" (whitelist) site, whereas gambling.com could be either an "always deny" site (blacklist) or an "always deny" category (gambling). The filter policy for the meetinghouse Public Network is different from the filter policy of an "official" family history center hosted in that building, which explains why users connected to the wired FHC network ("special purpose zone") may access certain sites that are otherwise blocked on the meetinghouse Public Network. Which is well and good, but without communication, it causes confusion. People think that they can't watch conference via that route because it's normally blocked, or later, they get confused when things that did work now stop working. It would be nice if word could be attached to the conference announcements or something so it's known when/why the rules change.
