Our stake has selected the extended filtering (less restrictive) and our local council sites are still filtered out. Is there anything that can be done? We would like to be able to do training (either on a ward level or a stake level) from our systems.

The filtering is done on the basis of the "type" of site and not the actual domain. While, I will admit that you might be able to get the BSA type of site added as an approved web domain, it would be difficult. I think your best - and probably quickest solution - would be to upgrade your firewall filtering to "General Access". This is the same filtering we have and it permits access to the BSA sites as well as others that we find helpful both in our family history workrooms and clerk's offices, which still providing a level of protection.
Have you read the Code of Conduct?

I presume there is a Cisco ASA 5505 installed as the Church provided firewall at the meetinghouse. There is the option to use the General Access level of filtering which is the most open of the three levels of filtering available for the ASA firewall. Another option is to send in a request to have the sites you need access to categorized or recategorized. The Websense e-mail address is provided on the blocking page that is displayed when a site has been blocked by Websense.
