The calling of Assistant Technology Specialist (ATS) is different than that of the Stake Assistant Clerk - Technology Specialist (STS). The STS will have all the menu options available in TM to do what you're seeking. If you were called as the STS, but were recorded in MLS as ATS, then it will need to be corrected by the stake clerk. Yes the Assistant Technology Specialist does not have permission to turn the wifi on and off. Thanks for everyone, after the change in my call appeared the option to turn off wifi, yet I could not answer for how to perform the QoS but I think this is kind of complicated even.

There is no option for QoS through the church firewall at this point.
