No surface conduit without permission

The church has a new program that has resulted in the designation of two of our buildings as "church historical registered sites" or something like that. (I am not sure of the exact terminology yet but this is the general gist of the idea.) One of the restrictions is that surface mounted conduit - for electric or network cabling for example - may be installed only with permission of the church historical buildings committee to make sure that the aesthetics of the building are not impacted.
