Right now anyone with reasonable web search skills can connect to the wireless network in most buildings. But with LDS Account authentication, you can control who signs in. That's a big difference.

The stake president will make the decisions, and the stake technology specialist will administer it. But don't worry -- it's mostly administering very large groups (initial indications are that it will be youth, adults, and leaders) with the ability to make specific individual exceptions (but those should be rare). This also makes it possible to block access to the bulk of the people in situations as a webcast where you want to preserve the bandwidth for a particular event.
