Missionary Registration form corrections

Once a missionary candidate and their bishop have "finished" the registration form is there a way to make corrections to the Ward information. I'm a new Stake Clerk in a YSA Stake and I'm finding that the bishops often list the YSA ward as the home ward. I need to get this corrected before the Stake President completes the interview. When I go to the "Change Registration Form" link I cannot make changes to the ward information. How is this done?
