A clerk would need to move him to the Elder's quorum organization manually. I'm pretty sure it won't happen automatically until he turns 19. But if a clerk does that then he should show up under prospective elders in the quarterly report.

No, you are correct. A prospective elder is 19 and not ordained (with the exception of being married earlier).

I was confusing prospective elder with when a young man should be ordained, and until he is ordained or turns 19, he remains a member of the priests quorum, no matter where he attends.

So generally disregard most of my previous post. A priest is not a prospective elder until age 19 when he would begin attending the elders quorum. Until then, he is still a member of the priests quorum unless he is actually ordained an elder.

I have read all of those Handbook paragraphs (and more) twice now. I will keep my brain under strict surveillance for the immediate future. Or maybe I will just go on vacation.

Based on russellhtln and lajackson's other sub-thread here, I'm not sure my guess is correct here. It's possible that he may not show up as a prospective elder even if he's moved to the EQ (but I think that he can be moved in LCR--at least it gave me that option for 18 year old young me in my ward but I didn't actually try moving any of them).

I tried this but it doesn’t allow this option. It only allows you to mark the ordination for him to be ordained as an elder and interviewed by the Bishop first. Can you simply add him into the Elder’s Quorom without the ordination and how?

Are you looking at the Callings/Classes tab? It sounds like you're looking at the Ordinations tab. On the Callings/Classes tab you should be able to change his class from Priest's Quorum to Elder's Quorum. I just tried it for an 18 year old and it did allow it.

Once the class is updated, does it allow you to add them into an Elder’s Quorom calling without being ordained an Elder?

It depends on the calling. If the calling requires that he be an elder, then no. But if the calling does not, he can be given the calling.

And according to the manual (Handbook 2 section 7.3) the members of the presidency, the secretary and instructors must all be elders or high priests. The handbook explicitly indicates that prospective elders may serve as assistant secretaries and ministering secretaries. It doesn't say anything about service, activity and and other custom callings but I would assume that they do not need to be elders or high priests.
