Stake President Elders Quorum

It has been my experience that the Stake President holds regular interviews with each Elders Quorum President from every ward; however, I cannot find anywhere in the Handbook of Instructions that this is supposed to happen. Has this been happening solely on tradition? I see that the Bishop interviews the Elders Quorum President regularly, but since the stake president oversees the Melchizedek Priesthood of the stake, wouldn't he also interview Elders Quorum Presidents?

It's a bit obtuse, but Handbook 1: 7.1.2, first sentence in conjunction with other things would seem to call for it. It's not as clear as interviewing bishops, but it's well within reasonable interpretation.

Is there a general direct line of reporting duties among the auxiliary units and the Bishopric presidencies? For example, the Bishop oversees the EQ and RS and the 1st Counselor oversees the Primary, Youth, etc? I'm trying to put together an org chart so that the unit Presidents is aware of who oversees their unit.

What does the handbook say? Hint: The answer for Young Women is in Handbook 2 10.3 under "Bishop and His Counselors." There are similar instructions in the other sections of the handbook.

Using the Handbook reference scgallafent posted, remember that a bishop can assign either counselor to oversee some organizations, such as the Primary or Sunday School. Each section of the Handbook specifies whether "a counselor" or one of the specific counselors should oversee an organization.

I have served in bishoprics where the assignments to supervise some organizations and other activities were changed from time to time so that the counselors could receive valuable training in Church organization and leadership. Of course, where the Handbook specifies a certain counselor, that counselor would be assigned that responsibility.
