First, baptismal certificates are handled at the ward level so it will require a ward clerk, ward membership clerk or bishop to print a certificate. And any certificate that is printed will have to be signed by the current bishop and will have the name of the current bishop. There is no way of printing a duplicate of the original certificate if the member is in a different ward or if the bishop has changed since they were baptized. Also, depending on when the baptism occurred the church may not have a record of who performed the baptism. In that case, the certificate won't show any information about who performed it.
