Executive Secretaries in our Stake have been charged with the task of reaching out to remind people of exping recommends, scheduling appointments, basically doing everything we can to prompt members to carry active recommends during extended local Temple closures. I need to track both regular and limited Recommends. As a ward we also want to prompt youth to get in a cycle where they renew in their birth month so when we do a youth Temple trip we don't have the usual mad rush of interviews. The new create a report tool seems like it would be extreamly useful in this effort. I have two callings with different levels of LCR access (Assistant Ward Clerk -Membership and Ward Executive Secretary). Neither of these callings have access to create a report. Can someone help me understand the logic behind not including, at least the Executive Secretary, access?

There is already a standard report that both of those calling can access
There are 11 types of people. Those who understand Gray Code and those that don't.

Currently, we've been told only the bishop and ward clerk have access to custom reports. I can only guess it contains functionality to see the full membership record that only those two positions are allowed to see (or at least, the potential is there).

I'd hope that the Membership Clerk would get access, but it may require waiting for the security to be proven. I'm not sure as the Executive Secretary would ever get access to custom reports as they don't have that level of access to the membership records. It would require adding another layer of security on what cithara and what fields can be displayed.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

Regarding the temple recommend report you are trying to generate, there is a standard report in LCR that should give you access to the information you need. Go to Leader and Clerk Resources, then choose the Reports menu. There is a section there called Temple Recommends with several different reports. The Temple Recommend Status report is the one that has the most information. You can filter it for regular (adult) recommends, limited (youth/baptism only) recommends, and the various timing (expired, expired less than 3 months, expiring this month, etc.). That is what we use in our stake to do the same thing it looks like you have been requested to do.

Trying to create a report with Bishop's in the Stake - Bishops will not show up - only councilors. Any solutions?

Are the bishops out-of-unit members (as in a young single adult stake)?
