The policy has very little to do with actually preventing child abuse, and for the very few cases where it does I am grateful for it. But it doesn't apply to Sisters, and women commit child abuse also, and at rates higher then are reported because people don't want to believe that women would do such a thing.

What the policy does is provide a witness to protect innocent men from being falsely accused of child abuse. If the policy is being followed it will also protect the Church in a lawsuit should something still happen.

So this apply to USA laws! Here in Italy men and women need testimony to protect them from falsity.
I don't want to go into a discussion about law's limits. Because this seem to be (I have never received such a policy, and I was 1rt Counselor in the Branch Presidency untill last week [release and called to YM]).
So we are confident that "good reputation" is better than "policy".
It seem to me that in Australian there is a different approch to this problem, or am I wrong?

In the US, any charge of impropriety, especially with a youth or child, is taken very seriously. And, in spite of the concept that a person is innocent until proven guilty, law enforcement officials have taken the approach in many cases that the alleged victim must be protected, and they do that by restricting the movements of the alleged predator.

Having two witnesses at the location of an event is the best testimony available to protect those who are serving from being charged falsely.

It is a very sad situation, but it is avoided by carefully following the guidelines established by the First Presidency involving protection of youth and children.

In addition, some people may make a false claim in order to embarrass the church or hurt the individual involved. By taking measures, the Church can minimize the possibility the the false accusations will be taken seriously.
