Spoiled temple recommends

The bishopric keeps the temple recommend books in the filing cabinet in the clerk's office. I flipped through the book and discovered several recommend numbers that were not used because the recommend were somehow spoiled, ripped, or contained incorrect handwritten data.
Should we be reporting spoiled temple recommend numbers to someone to ensure they cannot be used by forgers?
