I had a request last Sunday from the EQ Second Counselor could I make both add both non-members of the family a household in MLS.
I asked what the benefit was and he stated he merely wanted to track them in HT routes?
They are on course in becoming members in about a year.
What say ye?

The MLS help files says this should not be done, unless they are part of the household of a ward member:
Create a nonmember record only when the nonmember is related to a member of your ward and you have the permission of the nonmember.
And MLS has no way of creating a husband and wife who are both nonmembers. The wife would be listed as "Other", not "Spouse".

If Alan's "translation" of your question was correct (sorry I had trouble deciphering it ), then I assume the only real option would be to coordinate with those who currently have the immediate responsibility over these investigators, and those responsible individuals would be the full-time missionaries and the Ward Missionaries. I know in many of the wards I've personally served in, it has been common for a member of the EQ Presidency to attend the Ward Missionaries' regular meetings.

I'm the WML in my ward and we typically assign HT's to investigators shortly before they are baptized. Once they are baptized and confirmed then the records are created and the HT's are officially assigned. But I think the real question is why are these investigators on track to be baptized in a year. Most of our baptisms take 2 to 6 weeks, I'm hoping maybe that is a typo.

The only justification for including a non-member into MLS is when the person is a spouse to a member. For most countries in the world retaining information on a non-member contravines the data privacy laws. It is further complicated by the fact that the individual did not provide written consent to creating an electronic record containing personal information.
We had a serious issue once when missionaries left a ward directory on a bus in London. Unfortunately the next person to sit on that seat was the non-member spouse of a member on the directory. He was very angry with the Church, ward, and wife to find his name, address, telephone number, and email address on a directory that he did not give his permission for -- and to find it on a public bus. The USA is not yet sufficiently data-privacy sensitive. Credit card applications are possibly the worst abuse of data distribution/selling.
