Please can anyone tell me whether a Stake YW President has access to CDOL?

I can't find any list. The best I can come up is from the Help Center: "The Church Directory of Organizations and Leaders (CDOL) is a web application that assists General Authorities, Church headquarters personnel, area administrative personnel, and local priesthood leaders worldwide to fulfill their assignments."

By in large, I think it's limited to Stake Presidencies, Bishoprics, Executive Secretaries and Clerks. CDOL is primarily to get contact information for people outside of the unit. Since all stake-to-stake communication should be initiated though the stake presidency, I doubt if it's available to anyone else.
