Perpetual Education Fund donations

I have a question concerning the Perpetual Education Fund (PEF) donations that are made under the Other account. I am looking at a tithing settlement donations summary for a member of my ward who has questioned me about this and rightfully so. There are 7 instances where the member donated to the PEF but they are all marked with a single asterisk. On the donations summary printout, the asterisk indicates the PEF donations are non-charitable donations. Can you explain why these donations are showing in MLS as non charitable donations? Thank you.

In doing a quick look around, I don't see why PEF would not be considered tax-exempt. Participants in the fund do repay it, but the loans are not open to residents of North America, so I don't think they're any risk of a loan repayment donation being mistaken for a donation.

I'm wondering if someone mistakenly created a "Perpetual Education Fund" category under "Authorized Member Funded Activities". Since AMFA is NOT tax exempt, that would explain things.
