Over the years I've lost contact with some friends in the church. Social media is helpful unless these long lost friends don't use it. Are there plans to have the capability on the church website to locate members outside the stake a person lives in?

It is unlikely due to privacy laws.

I have no reliable information but I doubt that such a thing will ever be provided. Privacy laws greatly restrict what information the church can give out about members outside your own stake. The church also wouldn't want to be responsible for revealing the location of someone to a former abuser or other inappropriate person.
