Previous years' manuals

I am a fairly new clerk and am wondering what is typically done with the stacks of previous years, Priesthood/RS manuals.
Our storage closet is limited in size and bulging with old materials.
I hate to just toss such great reference material, but stashed away in a closet isn't better.
Suggestions?

We normally let the meetinghouse library have them and ask them to give them to anyone who requests a manual for their home library.

The meetinghouse library policy recommends that 3 copies of each Teachings of the Presidents of the Church manual be kept in the library:

I would recommend setting all the manuals out in a "free box" in a busy hallway of the church building with a note that says that anyone can take them home. I would also recommend encouraging people to use the Gospel Library app and order less manuals so that the same overflow doesn't happen every year.

I keep trying to figure how to ship this good reference material to developing countries that may speak English, but drawing a blank. :~)
I think we did much better this year on our curriculum order. So far only 3 copies have wandered back to the clerk's office. I did consult with the organization leaders for their recommendations on order amounts, so that helped.
