Ward/Stake Criteria and dividing

I haven't gone looking much, but if someone can point me in the right direction to find out the information, that would be terrific.

I'm looking to see what the criteria is for a branch, ward and stake. For instance each one must have at least a certain number of members, priesthood holders and so forth.

Now my next questions follows on to that is what is the criteria for dividing a ward and especially a stake. My stake currently has 5,100 members and at the rate it is growing, sometime between 2017 and 2020 we will be at or above 6,000 members.

So if someone can provide me with this information, that would be terrific.
