Mass communication

Can we please get an easy way to send out and manage mass communications? The most recent event when this would have been useful was cancellation of church due to snow. The ability to send out SMS messages to everybody who has cell phones (95%) would have been useful, as well as a way to accept responses (ie: text ok to confirm you got this message, text help if you need immediate assistance) to verify who received the messages and see if anybody is asking for a quick call/visit.
We have some very powerful potential here for managing emergency contact and it would be prudent to use the infrastructure that we have to the utmost of its ability.
