Online training is obscure

I was recently feeling the need to review the training section of the 'Other' account, however, as I tried to access it from the online training page, it was not there. There is no other documented 'trusted' Official source to get information about the Other account than the training. I did eventually find a URL to the direct training from a reference in the WIKI. BUT, that was very obscure, I view the WIKI frequently and it took me some time to find it. I can see many of the ward clerks in my stake giving up on trying to find it. If they even knew it was out there, which from the training page, it isn't.
What are we to make of this? How does a new clerk even learn the rules of the other account? How do I 'defend' my position when I can't point anyone to the source of the information I have. Is this information going away or is it obsolete? Just at a point when CHQ Finance is coming down hard on this area, the training is gone.
I also find it hard to defend positions when we don't have the information. Where is the policy about minor children outside your unit. The Policy statements don't make that clear. The only place I know to find the trusted information is in the LDS Tool on my mobile App, and online. With no policy to point to I'm left with people who have data from before, or MLS has the data and they get it there..
Why do there seem to be random changes made without having any kind of record? Other Training is gone, minor children can't be accessed outside your local unit, CDOL / MLS ward organizations changes and then changed back (these are just a few of the things that came up in the past or recently).
Each of these causes me to lose/burn hours away from my family to fulfill my calling.
Propose
Create a process for release management, in that process, one item that could be required to be discussed in a review meeting is: What impact does this have on an STS/Clerk? What information should we communicate to the STS/Clerk commmunity?
Keep a mailing list of Clerks / State Technology Specialists based on their positions in MLS/CDOL and inform them when changes happen through email. The information could be in the email or it could point them to a centralized release information area.
