I think you might need to go to the newly called Bishops record. Unless the option isn't available to you, you would add the calling there. Like other callings when someone is already in that calling, the words something along the lines of replace "name of member" appears.
This is certainly true of changing callings at ward level. As an experiment, I just tried selecting a former Bishop in my ward, but the option to change his calling to Bishop isn't available, so as the stake clerk that would probably work for you.

I didn't have that problem, but when I visited the page this morning, the URL says "beta.lds.org" ... Perhaps they are working through an upgrade and it is not fully functional? I noticed that the edit button for bishop is now on the first Ward Leadership page ... Thank you developers!!

I would suggest calling the help line to get the change made since the self service option isn't working for you.

I clicked on edit next to the name of the bishop and it brought up a page with the contact information for the current bishop. I then clicked on the release button and tried to save the change, but it gave me a message that said, "This position cannot be vacant." However, it never gave me an option to enter the name of the new bishop. Am I missing a step somewhere, or is there an issue with LCR that needs to be fixed?
It is broken. To work around this, do the following:
  • On the LCR menu, choose Organizations > Callings by Organization.
  • At top right (below the gray LCR menu and above the "Find Individual" box), use the unit picker to select the ward you need to edit.
  • Click on the Bishopric link in the blue box.
  • Update the bishop from that page.

It is possible that you do not have access rights to make this change and that it should be entered by the Stake Clerk. Just a suggestion. Curious to see what the resolution is for you.

Just as a nit-pick, I noticed you said "a" and not "the".

I know "the" stake clerk has rights to do that if their calling is correctly recorded. I'm not so sure about assistant stake clerks. There is a good possibility they do not.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

I checked when I originally looked at the issue. He is "the" stake clerk.

I confirmed that it is working as described ("working as coded") and posted a workaround earlier. It has been logged for review.

I just wanted to provide an update that the workaround option worked for me and I was able to record the new bishop. Thanks for your help.
