Is there any reason why MLS information such as address or email shows in MLS but not on SOME members LDS account or LDS tools? It works for me but on my wife's account it does not work. We have reloaded LDSTools with no luck. We have synced her device with some outcome.

In a word: Privacy settings.

Those members have probably have their contact information set to "leaders only". "Leaders" includes the Bishopric and supporting callings, but not Quorums and Auxiliary leaders. That most likely accounts for the discrepancy between your LDS Tools and your wife's LDS Tools.

Naturally, changing the privacy settings of the members shouldn't be done without their permission.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
