It wasn't an "internal church email." There was an email dated 19 Jan 2014 that was sent to subscribers as determined by the Subscriptions tab of their LDS Account preferences. I'm not sure whether it was the "Meetinghouse Technologies" or "Technology Specialist Callings" subscription. Given the lack of an official letter, I could not fault a stake president who took the position that the 2009 policy document (which did arrive with an official letter) is still in force. Clearly, it would be helpful for all concerned to get some official clarification.
